I need migrate my VM from one site to another site. I can't use the option migrate from the Virtual Center.

What the steps I need to do?

The VMs are in a stat of Offline.

I've done an copy of the files *.vmx and *.vmdk to another ESX Server but can't registry the virtual machine.
